At the occasion of the new US financing of April 2024 there have been declarations (I think by president Zelensky) that this will help Ukraine do win the war.

My limited understanding of this war is that the aid provided o Ukraine cannot be used to attack Russia on its territory but it is intended to be spent on defence weaponry.

In such a case, how could Ukraine win the war?

• If it blocks all Russian attacks, it will stay like that indefinitely. There is no interest for Russia to declare itself defeated just because they cannot progress. It would be some kind of status quo.

• If Russia's capacities are exhausted, Ukraine won't be able to force it to surrender because it cannot counterattack and, say, move towards Moscow to take over the country.

Or is the "we won" message equivalent to "we pushed back the invasion"?
