We had a recent answer about universal health care refer to a Massachusetts state-level health care plan (10-15 years back?) that was supposedly the template for Obamacare.

I also seem to recall Trump, in an earlier, more centrist incarnation, had praised said plan.

What did the plan consist of, what were the pros and cons in terms of health outcomes and costs? Did people move in or out of state, to take advantage of, or avoid paying increased taxes for it?
