At the beginning of the COVID-19 pandemic, the World Health Organization initially opposed countries instituting travel or trade restrictions. Example tweet, NPR article mentioning WHO's advice.

Why did they oppose these policies at that time? Is there any evidence that non-medical considerations such as political pressure played a role in the World Health Organization's decision?
