I was seeing this graph of unemployment rate from businesstoday.in ,

And, I am quite surprised at the fact that Puducherry and Tamil Nadu take the top two spots as they are southern states. Typically, it is observed that southern states of India have higher development indices (see here). So, what causes this discrepancy in unemployment?
