Why does the FCC not place restrictions on who can produce news shows?

For example Gregg Re, who is in charge of producing Tucker Carlson's show on Fox News, has no background in journalism. He seems to have been briefly a lawyer in New York before quitting and joining Fox News.

FCC is responsible for broadcast standards, yet they allow inexperienced people to decide what "news" is aired?

Does the FCC or other agency has any rules or guidelines about the types of people and experience required before they award licenses to news shows, or has this topic been discussed at the U.S. government before?

If not why does the FCC place no limitations on who can produce news shows?
