Why does Russia not declare war to Ukraine in order to incorporate their conscripts into the war?

Russia has been saying that there is no war in Ukraine, just a "Special military operation". Their laws prohibit them from sending the conscripts in military operations outside Russia. The war did not go the way they thought it would, and now they have a massive shortage of military personnel. They obviously need to deploy their conscripts, but they refuse to call it a war. Why do they not just declare war and send their conscripts to the war zone?
