Why are Asian countries high on international innovation index but lower on Global innovation index?

International innovation index : The International Innovation Index is a global index measuring the level of innovation of a country, produced jointly by The Boston Consulting Group (BCG), the National Association of Manufacturers (NAM), and The Manufacturing Institute (MI), the NAM's nonpartisan research affiliate. NAM describes it as the "largest and most comprehensive global index of its kind".

Global innovation index: The Global Innovation Index is an annual ranking of countries by their capacity for, and success in, innovation, published by the World Intellectual Property Organization. It was started in 2007 by INSEAD and World Business, a British magazine. Until 2021 it was published by the World Intellectual Property Organization, in partnership with Cornell University, INSEAD, and other organisations and institutions. It is based on both subjective and objective data derived from several sources, including the International Telecommunication Union, the World Bank and the World Economic Forum

If we see , the trend is that Asian countries are lower on Global innovation index but higher on international innovation index, why is that?
