What are the rules for stability/sustainability of a world order? [closed]

The current events in Ukraine are a symptom of the struggle for defining the “rules” of a world order as expressed by European Commission President Ursula von der Leyen during her visit to Japan earlier this week

“Like the European Union, Japan understands what is at stake here. Not just Ukraine’s future. Not just Europe’s future. But the future of a rules-based world order,” Ursula von der Leyen said.

What is a "world order"? What are the rules for stability/sustainability of a world order? Is there a consensus among the world population to establish such an order or that such an order was established already? If there is none, then why is this phrase "world order" often used by politicians?
