Was the west involved in or supporting certain sides in the two Chechen wars in Russia?

There were two Chechen wars after the end of the cold war from 1994-96 and from 1999-2009. Were there any evidence or even claims of the west potentially helping Chechen fighters by providing resources or support(by intelligence)?
