In the United Nations General Assembly

"India is deeply disturbed by recent turn of developments in Ukraine.
No solution can ever be arrived at the cost of human lives. All member
states need to honour these principles in finding a constructive way
forward. Dialogue is the only answer to settling differences and
disputes, however daunting that may appear at this moment. It is a
matter of regret that the path of diplomacy was given up. We must
return to it. For all these reasons, India has chosen to abstain on
this resolution,"

India stayed abstained from UNHRC and Russia is booted from the UNHRC
now it is also a fact some veto countries are not in UNHRC. So UNHRC India stated :

When innocent human lives are at stake, diplomacy must prevail as the
only viable option. The impact of the crisis has also been felt beyond the
region with increasing food and energy costs, especially for many
developing countries. It's in our collective interest to work
constructively, both inside UN and outside, towards seeking an early
resolution to the conflict," India's Permanent Representative to UN,
TS Tirumurti said.
