I have seen amount of Internet coverage used as an indicator of development of a place but I feel that is somewhat one dimensional. For example, I feel that the places which have gained internet access in 2022 but didn't have in 2021 are deriving relatively less value from the internet than those places which had internet for the last ten years for instance.

Is there any direct or indirect way to quantify how effective internet was in positively influencing the life of people in a given area?

Of course there is more variables here, for instance, if someone speaks certain languages (English, Chineese, Hindi etc), increased internet access improves gives more opportunity than if they are to speak a less popular language. To normalize for this issue, I would like to focus on the Asian geographic regions.
