At the moment, it is again discussed to reduce the number of German MPs by not considering all directly elected candidates if their number exceeds the list of the respective party.

Of course the CSU is strongly against it because they will probably lose seats: They win most of the direct elections in Bavaria.

Now, what if the CSU just does not hand in a list at all? So, they have a candidate in each of the constituencies, but do not have a list.

Was this case discussed? What would be a solution?
