Justification and fairness issues in sanctions against Russian oligarchs [closed]

I was considering the issues of fairness regarding the decision to sanction oligarchs in Russia if they didn't do anything or support the war. I don't feel bad for them but I'm just wondering if this is justified.

How did those who implemented sanctions against Russian oligarchs justify their actions?
