Is there any rationale behind the fact that Syrian Arab Republic's lacks an interactive tax revenue website? [closed]

I was looking for a website where Syrians submit their tax declarations online.
It is not listed here https://en.wikipedia.org/wiki/Category:Revenue_services nor can I find it with a google search.

There is https://syrianfinance.gov.sy and though there is some information there about their taxes, it seems to me that this website does not offer a feature where its user can log in and submit their tax declaration, let alone do it in English. Why is it so?

Might it be a deliberate policy of reducing the foreign influence? Or is it a result of the government being incapable of finding anyone in Syria that is versed enough in English and relevant programming languages needed to build such a website?
