How do countries manage the conflict of loyalty? [closed]

Suppose, a country 'X' has a great religious significance for a sizable minority population in a country 'Y'.

'X' and 'Y' have conflicts of interest between them.

The country 'Y' is in a weaker position because of the possible eruption of anger in its minority population.

For example,

Saudi Arabia Sunni population in various countries
Iran Shia population in Pakistan, Iraq, Tajikistan, Yemen, etc.
India Hindu population in Bangladesh, Fiji, Seychelles, Suriname, Mauritius, Sri Lanka, etc.

In the above table, countries named in the Y-column are facing serious trouble from countries in the X-column in terms of influence on the local population.

How can 'Y' manage this situation and still compete with the country 'X'?
