Does this argument qualify as whataboutism?

US to Russia: You really should pay war repatriations to Ukraine for invading them.

Russia to US: We'll do it if you pay war repatriations to Iraq for invading them.

Does the hypothetical argument above fall under whataboutism? It seems borderline to me. In this argument, Russia doesn't deny that the US is right, but they are refusing to pay war repatriations anyway with a rationale that indirectly criticizes the US for hypocrisy. The latter seems like an effect of whataboutism.
