Can a unitary state exist within a federation?

Let's say tomorrow France (a unitary state) and Germany (a federal state) decide to merge. France becomes a state of the Franco-German Federation (Sorry France.) In this senario, could France mantain it's structure (as a unitary state with 1 level of governance) while also being a member of a larger federation (which may have multiple levels, such as a federal, state, county & city/town governance levels)?
