Biden and Harris to be sworn in at Capitol, but the public urged them to stay home. Dr. David Kessler, the committee's chief medical adviser, also said that people should avoid large gatherings when possible, and the committee is “asking Americans not to participate in inaugural.”
The footprint of the ceremony at the US Capitol “will be extremely limited, and the parade that follows will be reimagined.” They're “urging the public to refrain from any travel” and instead watch the inauguration from home.
