I think we should take a case by case approach. There are some juveniles who can't be changed. There are others who can.

That is a very pertinent question and one whose answer is not easy at all, because different crimes are done for different reasons. What I would suggest is that a long look be taken into the life of the individual concerned and then decide. Did Sara even have a chance in the life she led? Regarding the children thinking that they have no chance, I completely agree that even when they are allowed parole and they get out, the stigma and the general attitude to them sends them right back to a life of crime.
